David has spent fifteen years inside the rooms where regulation is written — first as agency counsel, now as the strategist clients call when a rule threatens their business or an opportunity needs a rule to exist. He has contributed to more than fifty successful policy changes across energy, infrastructure and technology.
His method is evidence-led and coalition-minded: build the factual record, assemble the stakeholders who share the interest, and give decision-makers a defensible reason to act. Clients value his candor — he will tell you when a fight cannot be won, and redirect the budget to one that can.
